Starting life as a coil of hard-rolled silver strip, the first operation is to "blank out" the main profile of the tongs. The next is to press the shape into the ends raising the teeth up and setting the shape into the sides. At this stage the tongs are part polished while, what will become, the inside areas are easy to access.
Next the tongs take a trip to the Sheffield Assay office where the metal will be tested and if found to be better than 925 parts per 1000 silver, punched with the remaining hallmarks.
Note, the makers mark is usually struck in advance of the assay office visit, by the silversmith, not the assay office.
The test involves scraping tiny samples from the article and testing using various methods from acid to cupolation, xray and also spectrometer. As a deterrent to manufacturer's trying to cheat using inferior materials the article will be wrecked and then returned to the manufacturer. This is if the article fails 3 consecutive tests. The Uk hallmarking system is one of the oldest, best and most trusted forms of consumer protection globally. It is claimed to have been started by Goldsmiths Hall in London (hence hallmarking) in the 1400's.
Upon return to the silversmith the hall marks are then set. More polishing takes place and then the final bending procedure and related checking takes place. The main polishing then happens using 4 grades of compound and then finally an ultrasonic clean to remove all the polishing compounds from the crevices. They are then inspected and packed into JA Campbell distinctive white and mauve prentation boxes.

This item is highly suitable for engraving with a personal message, picture, logo, crest, coat of arms, ship's name or whatever you choose.
It would appear that domestic or bar ice tongs evolved in the early 1900's and therefore many will probably be made in the art deco style.
